How can I stop the smell from my neighbor's fire?

When my neighbors downstairs use their fireplace, it smells in our apartment. It is so bad that my eyes get red and burn and it gets in my throat! I've told them and the landlord but nothing has been done about it! Any suggestions? Thanks!
