Was the swine flu designed to be for Mexicans what HIV is for Africans?

Swine flu is a combination of 2 pig genes, 1 bird gene and 1 human gene. The chances of it occurring naturally in the environment is close to 0% per National Geographic, and is the same formula that was stolen from the federal science labs in DC a few months before the first outbreak in Mexico. So...what's the deal?
