Why didn't god just create people who will never sin and doesn't want to sin from the start?

If the world was perfect, without sin, then there would be no love, because love is a choice. We would be like robots all walking around and there wouldn't even be a need for heaven and hell. The Case for Christ is a WONDERFUL book that goes into more detail on this subject.
